I just bought this collar for my 11 week old kitten. I adjusted the collar to its smallest size and it fits her little neck. It's loose, but not so loose it falls off or looks awkward. She doesn't like the bell, but I removed that for her. The clasp releases easily for safety. The yellow collar is attractive, exactly what I expected from the online photo.
